Function convertPlatformFeesInPackages

Used for operators working on itineraries this function only converts the platform fee at each cost threshold within the itinerary packages

Parameters
- packages: ItineraryPackageLevels
  itinerary packages to convert
- exchangeRate: number
  currency exchange rate
Returns ItineraryPackageLevels
converted itinerary packages to the selected currency
